Health Insurance A Necessity Of Life

Not everything in life goes smoothly or as we expect it to. That is why it is important that we should always be careful. Insurance of any kind is important to cover up for the uncertainties that may occur in future.

However the insurance that is most important to have is the health insurance as we can afford not to have the other insurances but the absence of health insurance can prove to be fatal not only for us but also for people around us as well.

There are different types of health insurance policies person who wants to get insured can choose the policy suits them the best. The two main types of policies are

1. Free – for – service insurance also known as indemnity insurance this is a traditional type of health insurance that pays the portion of each medical service you get like doctor’s visit and hospital stays while you pay the remaining costs. Premiums are higher than the other policies.

2. Managed care plans also known as HMO’s (health management organizations) or PPO’s (preferred provider organization). In this case the health insurance company has a contract with doctors and hospitals to provide you service. In this type of health insurance you pay monthly premiums and a small amount per visit called co pay. You can use the advice of other doctors as well by paying a higher amount of co pay.

The best way to go in for the health insurance is through a broker. You can choose your broker depending upon your requirements. A broker can get you a good health insurance policy as well as give you information on several key features of the policy in general. Like:

• What is the monthly premium?
• Is the policy guaranteed renewable/non cancelable or just guaranteed renewable?
• Are premium rates based on age of attaining the policy or using the features of policy?
• Does the plan pay for catastrophic medical costs?

You can answers to all the questions and more if you take the help of the brokers in your health insurance policies.

The health insurance organizations offer you different deductibles with larger the deductible the lower the monthly installments. You can choose a deductible of 50% to 80%. It all depends on your conditions.

Individuals with pre existing conditions for example, they have a health problem before going in for health insurance find it difficult to get health insurance coverage. However depending on your state you can choose any of the following policies. They are: open enrollment, health insurance provability and accountability act (HIPAA), high risk pools or temporary coverage.

The borrowers can choose from the myriad of resources that deal in health insurance.

Life is uncertain that’s why it is essential that we have insurances with us and every member of our family to live life with a reasonable amount of certainty. Also health insurance has plenty of features which help us in times that we feel a little vulnerable. So it is important that we go for a policy of health insurance.

Health Care Eligibility For Unauthorized Migrants – Moral & Practical Implications

Various organizations and government officials have cited estimates for the number of illegal immigrants at between eight and twenty million. With rising health care costs as a major issue for most Americans, this article considers the moral and practical issues of providing medical care for uninsured immigrants.

According to a research report entitled “The Size and Characteristics of the Unauthorized Migrant Population in the U.S.” {© [2006] Pew Hispanic Center, a Pew Research Center Project}, there are an estimated 11.5 to 12 million unauthorized migrants currently residing within The United States. The report was based on Census 2000 data, as well as the Current Population Survey of March 2005, and the monthly Current Population Surveys through January of 2006. The Pew Hispanic Center uses the term: ‘Unauthorized Migrants’. This term refers to persons residing in The United States who are not U.S. citizens, have not been admitted for permanent residence, and do not have specific authorized temporary status that permits extended residence and work within the United States.

The Pew Hispanic Center report found that the unauthorized population consisted of 5.4 million adult males, 3.9 million adult females, and 1.8 million children. Adult males are in the majority, making up 58% of the unauthorized adult migrants, while females account for 42%.

When discussing the percentage of unauthorized migrants, it is important to consider their labor force participation. Thirty-one percent of unauthorized migrants are employed in service industry jobs, while only sixteen percent of natives work in service. Native workers make up the great majority of white-collar jobs, while unauthorized migrants are underrepresented. Certain occupations have proportionately high concentrations of unauthorized migrant workers: Farming (24%), Cleaning (17%), Construction (14%), Food Preparation (12%), Production (9%), and Transport (7%). This is relevant to the issue of health insurance because the cited industries do not typically provide health insurance coverage.

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) addressed eligibility requirements for non-citizens to receive Federal means-tested public benefits. The Act resulted in significant restrictions on immigrants’ eligibility. Such benefits include Medicaid and the State Children’s Health Insurance Program (SCHIP). Certain immigrants are not eligible for Medicaid or SCHIP for five years from the date they enter the United States in a qualified-alien status.

Generally, only “qualified aliens” are eligible for coverage. Who is considered a qualified alien? There are nine basic types of qualified aliens: Aliens lawfully admitted for permanent residence under the Immigration and Nationality Act (INA), 8 USC 1101 et seq.; Refugees admitted under §207 of the INA; Aliens granted asylum under §208 of the INA; Cuban and Haitian Entrants, as defined in §501(e) of the Refugee Education Assistance Act of 1980; Aliens granted parole for at least one year under §212(d)(5) of the INA; Aliens whose deportation is being withheld under (1) §243(h) of the INA as in effect prior to April 1, 1997, or, (2) §241(b)(3) of the INA, as amended; Aliens granted conditional entry under §203(a)(7) of the INA in effect before April 1, 1980; Battered aliens, who meet the conditions set forth in §431(c) of PRWORA, as added by §501 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, P.L. 104-208 (IIRIRA), and amended by §5571 of the Balanced Budget Act of 1997, P.L. 105-33 (BBA), and §1508 of the Violence Against Women Act of 2000, P.L. 106-386. Section 431(c) of PRWORA, as amended is codified at 8 USC 1641(c).1; Victims of a severe form of trafficking, in accordance with §107(b)(1) of the Trafficking Victims Protection Act of 2000, P.L. 106-386.2.

Unauthorized migrants will be denied health care with the exception of emergency situations. This policy creates a problem for paramedics and other medical professionals, who will be forced to determine whether the individual’s life is at risk and what constitutes a medical emergency. How emergency health care workers are expected to enforce this policy is unclear. The Department of Health and Human Services is currently working on the terms, with the start date set for less than three months from now.

To receive health care, individuals will be required to provide proof of citizenship or proof that they are eligible as qualified aliens. This requirement creates potential problems for United States citizens, as well as immigrants. The homeless are perhaps the most obvious example of individuals who are eligible for care but may not have the proper documentation. Another, lesser known, example may be African-American senior citizens. African-Americans from the South were not allowed to be born in hospitals and therefore do not have proper birth certificates.

Another issue that needs to be addressed is the potential spread of disease. Testing for Tuberculosis, for example, is something that Americans take for granted. Those initiating and enforcing these policies should consider whether basic medical testing will be provided. Regardless of the apparent moral implications, denying health care services to individuals residing within the United States can easily result in more tangible problems.

Florida Self Employed Health Insurance

Florida residents that are self employed and looking for health insurance have a number of options available to them. Be aware that depending upon your health, your age, and other factors unique to your particular situation there is no hard and fast rule as to which option is best for you. However, there are some general guidelines that will help you make the best Florida self employed health insurance decision.

The first Florida health insurance option available to the self employed is to simply apply for an individual health insurance policy. The benefit to applying for an individual health insurance policy is that individual health insurance rates in Florida are very competitive. You can see that first h and by viewing instant Florida health insurance quotes.

The downside to attempting to purchase an individual health insurance policy in the state of Florida is that you must be healthy. According to FL law, a health insurance company can decline your application for an individual health insurance policy based on prior medical history (pre-existing conditions), height and weight restrictions, and other health related criteria.

That means if you have cancer, diabetes, weight problems, or a host of other physical ailments then you will be denied coverage with a Florida individual health insurance policy. (Any unscrupulous agent that tries to tell you other wise is misrepresenting whatever product he or she is trying to sell you as health insurance when in fact it is probably a discount health plan or a health insurance indemnity plan with very limited coverage).

The second Florida health insurance option available to the self employed is to apply for a Florida group health insurance plan. In Florida, any group of 2 employer/employees or more is considered eligible for a Florida small group health insurance. (If it is just you: 1 self employed person functioning as a sole proprietor in the state of Florida then you have a different option open to you – see option 3 below). The benefit to applying for a Florida small group health insurance policy is that that certain health issues that can signal an automatic decline on the individual health insurance side will not signal an automatic decline on the group health insurance side.

The downside to attempting to purchase a group health insurance policy in the state of Florida is that it can be very expensive. Think of it in terms of: the more potentially unhealthy people that the insurance company has to give health insurance to (group health insurance) the higher the premiums will be as opposed to where the insurance company can pick and choose who they will accept for health insurance (individual health insurance).

The third Florida health insurance option available to the self employed is for those that are functioning as a sole proprietor. Florida self employed sole proprietors can apply for a Florida guaranteed issue small group health plan. The Florida guaranteed issue small group health plans has an open enrollment period only during the month of August.

Florida self employed health insurance can be a somewhat tricky area to navigate without the help of a licensed independent Florida health insurance agent. There are also many different ways to save money in taxes – one of which being the ability to deduct your health insurance premiums paid on Schedule C of your tax return against and up to your Schedule C income (Meaning that even if you don’t itemize [Schedule A] you can still deduct your health insurance premiums paid all the way up to your Schedule C income!).
